Across Delaware, schools are facing a growing challenge. Students are struggling with mental health concerns at younger ages and more frequently, but support usually comes only after a crisis. In New Castle County, nearly 1 in 5 children has a diagnosed mental health condition, and almost half of teens with depression do not receive care. The effects show up every day in classrooms as increased anxiety, poor attendance, and lower academic engagement.
State data also shows a concerning trend. Delaware has experienced a 25% increase in suicide rates over the last twenty years, with the fastest growth in Kent and Sussex Counties.² These numbers tell a clear story: early identification and support are essential.

A Preventive Solution That Costs Schools Nothing

The Center for Child Development (CCD), Delaware’s largest provider of school-based mental health services, has launched a no-cost Mental Health Needs Assessment Program for New Castle County charter and public schools.
This initiative uses Delaware’s state-mandated wellness benefit, which requires insurance providers to cover annual mental health screenings for children. CCD uses that coverage to fund the entire process, so there is no cost to the school, families, or students.

How It Works

The program is simple, confidential, and designed to keep staff workload low. CCD handles every step, including family consent, screening, billing, and data analysis. Each screening takes about ten minutes per student and uses an evidence-based, age-appropriate tool.
Within weeks, schools receive a confidential report outlining:
  • The percentage of students showing elevated risk for anxiety, depression, trauma, or behavioral concerns
  • Patterns by grade, building, or demographic group
  • Actionable next steps and direct referrals for therapy and school-based support

What Schools Do With the Data

School leaders get a clear, data-driven view of where mental health support is needed most, without adding to staff responsibilities. This information strengthens:
  • School-wide support systems: Data informs positive behavior interventions and student support frameworks designed to help all students thrive
  • Wellness and social-emotional learning programs: Schools understand which areas need the most attention
  • Funding proposals: Real, local data makes grant applications and budget requests significantly more compelling

Data Security and Confidentiality

Student privacy is paramount. All screening data is kept strictly confidential and securely managed in accordance with FERPA and HIPAA standards. Only school administrators and counselors directly involved in student support have access to results. Families control consent, and students can opt out at any time. Follow-up care is coordinated collaboratively among school counselors, teachers, and CCD’s clinical team, ensuring that students who need additional support receive it promptly.
